US Liberal Immigration Policies

Human Rights
To allow all children of legal immigrants, and illegal immigrants that have legal family members primary and secondary education at public schools and to allow bilingual schools.
A country, like the United States that is dependant on immigrants needs to worry about the human rights of these immigrants, education being a primary one. Although at present in the country, education is not much of an obstacle to deal with for these immigrants, many that have migrated from places like Mexico don’t speak English, and would find it easier to learn in their mother tongue, Spanish. Therefore this policy states that along with regular state public schools, the US should have bilingual schools, where the more used language would be something like Spanish or Mandarin, allowing these immigrants to learn in their language and also giving them a chance to learn English. This will eventually benefit them wherever they are, whether they chose to remain the US or to move back home, they would have had that opportunity to receive and education in their language and learn English. If they are in the country, not educating them in a way that works better for them wouldn’t make any sense. If all people are equal, even if children speak different languages or are not legal, they should receive any education, to benefit the country and more importantly the immigrants. Currently 97% of the adult American population has received at least a high school education. The illegal immigration literacy rate however is only 65%. Three-fourths of all U.S. workers with less than a ninth-grade education are immigrants. One in four immigrants are employed in professional occupations and one in five was employed in service occupation. Thus proving that we have to educate our immigrants in order too benefit the country as a whole.

This policy basically states that private enterprises and other employers should make it easier for illegal immigrants to get jobs without paper work. This policy would only apply to illegal immigrants that are already in the country because once they have crossed the borders there’s no use for them to be unemployed and sit around doing nothing when they could be useful for many things depending on their educational qualifications. For example, any person, who hasn’t even graduated middle school, could defiantly know how to pick cotton or strawberries and would be useful for a simple job like that, and will defiantly be a lot cheaper than local labor since they have no choice, not being in their homeland. A few articles online stated that there were many unemployed illegal immigrants, trying to get back to their home countries, but were not able to cross deserts or get onto boats, the way they did on the way to the US. This was because they didn’t have the same agents that brought them across to bring them back
To allow health care for all immigrants, legal or illegal. (Because you don’t really want anyone in your country to be sick, whoever it is, they are in your country and are some what your responsibility)
The country should be able to allow health care for all immigrants whether they are legal or illegal immigrants. For example, sometimes, people send money to poor countries to help people in that country, to cure them from whatever diseases they have. If its so, then why can’t we help the immigrants right next to us who are dying, and not only the people who are so far away? The United States of America is perfectly a liberal country if we follow what Thomas Jefferson wrote on the declaration of independence ‘All men are equal’. How dare the sons and daughters of Thomas Jefferson ignore his opinion about the people? Therefore, not only in human being equality, but it affects everything. Even though this will cost a large amount of money for the citizens, as a name of liberal, they need to protect, help and be a shield of the immigrants. Even though not all citizens get a complete insurance on health care, at least a minimal health care insurance package is a must for all immigrants, not only to benefit them but to benefit our country, because if one of your workers are sick, they aren’t going to turn up to work the next day, therefore causing you to have less labor the get the job done. Therefore, even if for a selfish reason the government chooses to assist immigrants on health care, it should be done. Of the 664 illegal immigrants in a study, 68% were uninsured. Only 19% had a chronic medical condition, compared with 38 percent of American born adults the study reported. About 58% of illegal immigrants reported visiting a doctor in the previous year, while 80% of adults born in the country had seen a physician. About 11% of undocumented immigrants in the study had been hospitalized in the prior year, compared with 13% of the native-born population. Undocumented adults account for about $6.4 billion a year in national health care expenses, $1.1 billion of which is paid from public funds, according to the study by the Rand Corp. The publicly funded portion represents 1.25% of the total $88 billion in government funds spent on health care for adults. One-third of immigrants do not have health insurance — two and one-half times the rate for natives. Thus proving that immigrants do not receive the same amount of health care citizens receive.
Visas
To legalize all illegal immigrants currently in the United States who have immediate family members that are US citizens or permanent residents
If the country has an illegal immigrant that is living with a family member who is a legal resident, it makes absolutely no sense to not give them a legal permit. This policy does not state to naturalize these illegal immigrants, without cause, but it just states to give them a legal residential permit or visa, so that they can receive basic health care and education for their children, without having to worry about getting caught. If the immigrants are already in the country, there’s no point not taking care of them, since they are on the countries land and are the country’s responsibility whether they like it or not. This policy will also help bring separated family members back together. No human bring would want a barrier that stops them from meeting family, especially their own parents or children, and therefore this policy would work well for those people that right now do not have this privilege that should be a right. None of us would want to live apart from our immediate family for the simple reason that we cannot get into the country.
“ Increase H 1 B visa capacity for all developing nations based on academic qualification”
Countries like the United States depend on immigrants for a lot of work that needs to get done. In many cases, educated people, applying for an H 1 B visa get denied. This policy states that the country needs to increase the amount of H 1 B visas, in specific for developing nations. This policy should work well because people in developing nations don’t have facilities that the US has to use their education to benefit the economy. For example, an educated scientist could do a lot more with the laboratory facilities in the United States instead of those in a developing nation like Bangladesh or Vietnam, and also benefit their country with their research. Educated people like this are often denied visas due to financial or other reasons, which makes it very difficult for these people to enter the United States. Looking into the issue of finance is extremely important but it shouldn’t be the factor that stops immigrants from entering the country if they are well educated and are nothing but help to the country. The US should create a new section to the H 1 B visa, for professionals, only coming in for research or other educational purposes, which will obviously make it easier for educationally qualified people to come in to the country, to benefit the US and their home country. This also gives those professionals the opportunity to work in a developed nation, where their well thought out ideas can be executed better. Therefore the illegal people were stuck in the US with no job, family or place to go to from there.
The INA is increasing legal permanent residents entering the US to 3,500,000 million per ear, five times that of last year which stood at 675,000. The INA in addition is increasing the number of work permits issued to 4,500,00 million per year to stabilize the need for unskilled workers in general as well as specific skilled jobs such as physicists.
Citizenship can be gained after living in the country for seven years. It could be an illegal immigrant or a legal immigrant. They must show proof of stay and current jobs.
Regulation
Regular immigrant checks can help with maintaining the number of immigrants in a country.
The United States is considered a ‘melting pot’ where there are a lot of immigrants legal and illegal coming from all over the world and it is just as true today as in the past. As always, the U.S. needs to have some kind of regulation of illegal and legal immigrants who can have an impact on the U.S. economy quite directly. Yet, the U.S. economy needs these legal and illegal immigrants to keep running the economy The main problem in some of the policies that control immigrants is the lack of support from the government to incorporate immigrants into the U.S. society.
The United States is a country that depends on immigrants to keep it going, but when we have too many immigrants, it gets in the way of running the country. Immigration has become the determinate factor in population growth. The 11.2 million immigrants who indicated they arrived between 1990 and 2000 plus the 6.4 million children born to immigrants in the United States during the 1990s are equal to almost 70 percent of U.S. population growth over the last 10 years. Immigrants now are 12.8 percent of the nation’s total workforce
Therefore, in order to maintain the population of the country, regular immigrant checks would help, because we do need these immigrants in the country, but don’t want it to get out of hand. The US economy needs not only legal but also illegals to keep the economy running, and therefore regulating things for illegal immigrants can help. The big problem the country faces is the lack of support from the government on issues like migration, therefore this policy urges the government not only of the United States but also other countries that are involved to put in more effort and spend more time and money on the issue of immigration.

Conservative Policy
Introduction
As conservatives, our duty is to protect the cultural, economic, and political integrity and traditions of this country that have helped it emerge as the greatest and most powerful nation. We feel that our primary obligation is to serve the people of our country and are against policies and positions that threaten this. We are the representatives and advocates of the life, liberty and the pursuit of happiness of our citizens. As conservatives, we seek to see America survive, succeed and soar as a model country and be a beacon to all.
Legal Immigrants As conservatives, we welcome legal immigration. In a growing, flat and competitive world, we need to be a powerful magnet, especially for skilled professionals who contribute to our excellence and success, in keeping with the immigrant ethos of our country. America is a country driven and powered to greatness by immigrants and we would suffer when we close our doors and shut our minds. As of 2006, the United States accepts more legal immigrants as permanent residents than any other country in the world. In 2006, the number of immigrants totaled 37.5 million. (Wikipedia) Legal immigrations to the U.S. increased from 250,000 in the 1930’s 2.5 million in the 1950’s, 4.5 million in the 1970’s, and 7.3 million in the 1980’s to about 10 million in the 1990’s. Since 2000, legal immigrants to the United States number numbered 1,000,000 per year, of whom about 600,000 are Change of Status immigrants who already are in the U.S. Legal Immigrants to the United States now are at their highest level ever at over 37,000,000 legal immigrants. We want them to be a part of America and sustain this country in a graduated matter. We believe that before anything, immigrants need to prove themselves wholeheartedly in order to enjoy the rights of our citizens. Based on their loyalty and services to the country, they will earn rights and privileges in proportion. Paying taxes, complying with the law are examples of how immigrants can prove their eligibility to be citizens of this country. Those who have ‘paid their dues’ can apply for citizenship and enjoy all rights that accrue, including the right to vote, own property and all other benefits the law provides for citizens. In the United States, we allow citizenship to be granted to immigrants, but in a due course of time. For example, a temporary work visa would have a limited time period until it expires. If such a worker bring a unique and unavailable skill, he or she can apply for a green card for permanent residence in the U.S. Having been a permanent resident for a period of time (say, 5 years), one can apply for citizenship as long as there is no history of criminal behavior and pass all national security tests. We are willing to give these visas to anyone who contributes to the country and is compliant with all the laws. Voting rights are given to our citizens. When you are a resident with a green card, you can work, pay taxes, and you qualify for all rights of the constitution but you need to have the resident card for 10 years before applying for citizenship and getting the right to vote, along with many more. As conservatives, we welcome immigrants but are not willing to grant citizenship to those who have come in illegally and those who have not demonstrated their loyalty and fitness. Immigrants need to show they do not endanger our society and need to prove that they are worthy. Many people may feel that this is not fair, especially in business where they can get illegal immigrant cheap labor and fire them at will. We think immigrants should be there to help our country, and if they want to, after due process, become citizens. We do not think that just because they are working for a company in the US, they should immediately be granted citizenship. The only reason we put the somewhat short time periods on work visa for example is because there may be a point in time where our economy does not require the help of immigrants. Some may view this as selfish, but during their stay, the immigrants were treated well and enjoyed the luxuries that our country has to offer. We must note here that no country is obligated to accept any and all immigrants; our primary responsibility is first to our own citizens. We do agree that there should be protection rights such as a sufficient amount of notice time before the immigrant needs to find new work and vice versa. This is not using the immigrant because during their work time, they can also leave the company to find a better job, making the risk equal for both the employer and employee. When our economy is in need of immigrants, we will employ when needed and that also helps the immigrant because they will receive a salary in return. We believe in fair treatment, but our citizens and their well-being should come first. Indiscriminately granting amnesty and citizenship to people who have entered the country illegal does not serve the interests of our citizens and their families.
Public Offices and Jobs As far as public services and jobs, we believe that crucial positions such as president, members of the Senate, Congress members and jobs like those should be limited to naturalized citizens with other criteria that need to be met. Other positions that do not involve legislation, national security, defense or major public policy-making should be available for all legal residents and immigrants. One thing that as conservatives we firmly believe in is that an immigrant must earn their stay in our country. Laws and rules apply as much to them as us. The right remains with the government to deport the immigrant back to their home country if they commit a first degree crime and that few warnings will be given for less serious crimes until they pass the limit and it is decided that they need to leave the country. We believe that an immigrant, just like a citizen should behave, but unlike the citizen, we are not completely responsible for them because we did not know of their coming before. But conservatives are keen on helping and encouraging immigrants to be safe and allow them to enjoy the luxury of living in America. We welcome people who are being persecuted in their own country because we are here to help. In terms of social security, we feel that whatever immigrants contribute, they should receive. This rule is only placed for immigrants because being a citizen of the US comes with benefits and they are entitled to enjoying the wealth of the country we all have built. We believe that public services are there for a reason but people should use them and slowly become less and less dependent on them. Our money should go into helping them initially but then they should return that favor back to society. We believe that all children should have an education and the right to be educated so that they can contribute to society. Slowly, they will not be as dependent on our public schools and then they can give back to our economy. But we believe that schools should be teaching only English as the only and official language because bilingual school encourage illegal immigration to some extent because even illegals can get education and its easier to fit in, which we do not want.
Illegal-
Twelve million illegal immigrants are a part of the United States today, and eight million of them are Mexican. 700,000-850,000 illegal immigrants make it into the United States each year. These numbers need to decrease and that is what our job is. As conservatives, we are opposed to illegal immigrants as they do not contribute meaningfully to the country, cause law and order problems and consume services paid for and meant for our citizens. In order to stop immigrants from coming into our country, we feel that tougher control on the borders is crucial. With US’ advanced technology and resources, we should have more people patrolling borders, spy satellites, border fences, build a wall, and any other humane approach to keeping them out of our country. We do not want to hurt them but we really are against illegal immigration for they do not benefit our country as a whole. Vehicle barriers and radar/camera towers are vital also. Small issues and numbers add up until it affects a state and soon a country. For example, thousands of illegal immigrants reach California’s borders annually. The Californian water supply is reducing due to the amount of people it has to provide for each year. Water deficiency is becoming much more regular, and drought has been predicted to cover many parts of California in the coming years. Of course we cannot go knock on doors and find all the illegal immigrants but we would support any program to find them and safely bring them back over the border. Awareness should be spread through different types of media. If we cater and support illegal immigrants, we are digging the hole for our own grave because that will eventually lead to poverty and problems in the future. Because they have entered illegally, it is not our job to make laws to protect their rights. But we do care about the trafficking of illegals and the abuse. This can be stopped by trying to trace these employers or people taking advantage of innocent people and fine them or punish them. We believe that any illegal immigrant or one encouraging or deceiving them and ending up in America should be fined or jailed or in some way punished. Our officials need to arrest illegals and enforce federal immigration law. Once this is gone, the amount of illegals will reduce, therefore solving a major problem in the United States. In terms of human rights, we feel that we should partner with bordering countries’ governments and try to stop snakeheads from coming into the countries or helping illegals enter. Though we do not welcome illegal immigrants, we do not want any human to suffer or get hurt therefore we try to eliminate the snakeheads and those making illegal immigration even more dangerous. By tightening our borders, it puts snakeheads out of business and also prevents illegals to some extent. A very high percentage of illegal immigrants do not speak English and they cannot register for college because they do not have a Social Security number. The unnecessary money, usually ranging about $120 million- $160 million, spent on public education for illegal children is something that needs to be changed because that money could be put to much better use. Illegal immigrants should not have any right to vote either. Welfare benefits, food stamps, free health care and other public services are out of the question. Illegal immigrants should immediately be deported back without any questions or room to stay. All ways to take in illegal immigrants such as making it illegal to employ these immigrants, illegal to live with one, provide housing, give services or assist in any way. Illegal immigrants will not be granted any rights at all and should feel the need to leave the country or drastic measures will be taken. We are absolutely against giving amnesty to illegal immigrants. We do not tolerate sanctuaries for illegals and they will not be allowed to get driver licenses or employment authorizations. In an argument against amnesty, we believe that if an immigrant wants a chance to be safe in our country, they should do it legally and through proper methods. If we allow immigrants to come into our country and then give them the opportunity to become citizens, that gives the impression that the laws are lenient and America allows any one to break the rules. There would be no point in spending all the money on border controls if we allow them to come in and excuse any wrong they have done in the past. Anyone residing or wanting to reside in our country should prove their loyalty and in return we will protect them. It should be all or nothing, instead of dismissing the millions who have been waiting for legal citizenship or immigration. Those who are making an effort to come in legally should be rewarded and given first priority. Amnesty encourages people to come in and wait until someone gives them free citizenship. They have not done anything for the country and should not be entitled to any rights whatsoever. America is not open, accommodating, or accessible to those that disregard our laws, regulations and citizenship by entering as illegal aliens.

Immigration Policies - Conservative Sofie, Rahel, Arpita, and Eun Ju Developing Nations As a conservative group, we came up with an immigration policy that we think is good for the United States and for its citizens. In the book we read in the class, International Immigration, it is clearly stated that the immigrants benefit the U.S. in many ways. One of the reasons is because these people usually have more kids than local citizens and it will help the aging population in the future (page 88). In addition, according to EBSCOhost, it says that immigrants will help a lot economically in the United States in the future because the immigrants can prevent an aging population in the United States. However, the U.S. government still should not let illegal immigrants or legal immigrants come into the U.S. too much in the future because there are plenty of local citizens in the United States that could do the jobs that the immigrants do. Also, even if the U.S. does not have so many immigrants, the country will do fine. Although the immigrants make jobs as they come, the Americans might lose the chances for the better lives by the other people from other countries because the immigrants can be better than any others. Finally, reducing the number of immigrants or illegal immigrants can help the security of the U.S. and protect citizens better in the future because there will be a lesser chance of terrors if the states limit the people who want to migrate and work. It is actually true because according to usillegalaliens.com, Homeland Security reported this:“The report reveals that 45,008 aliens from countries on the U.S. list of state-sponsors of terror or from countries that protected terrorist organizations and their members, were released into the general public between 2001 and 2005, even though immigration officers couldn't confirm their identity (Wagner,)." Therefore, we should limit the numbers of legal or illegal immigrants, also workers. We also think that the government should not be responsible for providing people who are not US Citizens with jobs; especially illegal immigrants. If the United States government catches them, they should be sent back to their own country and not let back in the country (decide whether it be a number of years or forever). To keep the United States in control, the country has to have immigration regulations that can help the country. In various websites, we found out that the United States is struggling with illegal immigrants. So, we thought that the United States should hire more people for Border Patrol and get higher security systems with military forces to these people away who attempt to migrate illegally through the borders. Of course, people always try and sometimes risk their lives to come to the United States. To avoid that, they should find other transportation methods that these people might use to cross the border and they should block off these ways or make it. We also think that the United States should double check the passports because Rahel, who was in the airport in India, flying to the U.S., saw a lady’s passport that was clearly not hers but the immigration officer let her through anyways. To avoid any unwanted accidents that may happen in other countries, they should always double check. As for the normal immigration process, we think that the United States should give more short-term visas to people because the officers can check the immigrants more frequently and can keep track of those people; which is good because the United States can then prevent people who stay in the country even after their visa has expired and this may prevent illegal immigrants. According to www.dhs.gov, it says that the number of illegal immigrants was about 11.6 million by 2006 (Hoefer, 2007). That is why we think that the U.S. should give more short-term visas to people. In addition, the United States also should have longer and harder interviews so the government can reject people who can cause problems in the U.S. According to the website usillegalaliens.com, it says “at the end of 2003, approximately 267,000 illegal aliens were incarcerated in U.S. (Wagner,),” which means they were imprisoned. The data is only about illegal immigrants, but think about all the other immigrants who are legal. Therefore, we think that the United States should have higher and tighter security systems and should make it harder to come to the U.S. to have people who can actually benefit the United States. Finally, we are going to talk about naturalization. The process should be harder and the test the applicants take should be harder so that people cannot easily become citizens of the U.S. There won’t be anything unique in the country. The U.S. should also consider making the lotteries for taking the tests. However, we think that the U.S. should keep it the way it is on naturalization because according to census.com, naturalized citizens were only about 14.7 percent recently, whereas about thirty years ago, it was 80.9 percent (Larsen, 2004). We want people to get human rights that deserve welfare services. However, we found out that illegal immigrants cannot get any welfare services in the United States because in the USCIS website they never mentioned anything about illegal immigrants. We think the United States should keep it that way because illegal immigrants are basically invisible people in the United States. These illegal immigrants never bothered to confirm or even schedule an interview and come to the United States legally. People need to follow the United States’ rules if they want to live in the United States. In addition we found out that illegal immigrants even carry diseases to the United States, according to usillegalaliens.com. Examples of these diseases include Malaria, Dengue, and Leprosy (Wagner,). In addition, according to the same website it says, “A Census Bureau study estimates that households headed by illegal aliens used $10 billion more in government services than they paid in taxes in 2002. These figures are only for the federal government. However, costs at the state and local level are also significant. The study also finds that if illegal aliens were given amnesty, the fiscal deficit at the federal level would grow by nearly $29 billion (Wagner,).” Therefore, there should be no welfare services for undocumented immigrants. Welfare services should be limited for immigrants even if they are legal because they are not from the United States originally. If they do not like it they should have thought of all the unfairness and how they will be treated before they migrate. Mistreating happens all over the world and people should be able to overcome that. Plus, countries are for its citizens. There would be no United States if all the people could get the same services. Plus, the United States should not be responsible for discrimination, abuse, or unfair treatment towards illegal immigrants, because like we mentioned, illegal immigrants should not have done that in the first place. According to the same previous website, the United States actually spends money on all the problems that illegal immigrants create. However, if these people are experiencing some life threatening situations or experiences, like death or serious illness, the U.S. should send these immigrants back to their countries right away, but the country still should not be responsible for any deaths, illness, or any other bad incidents. There are a large amount of the victims of trafficking. Sometimes people are kidnapped for prostitution and even enslavement according to International Immigration. As for the victims of trafficking, according to USCIS, they let these victims stay in the United States for a certain amount of time, sometimes a bit longer. However, we think that these victims should go back right away to their countries because they are still illegal even if they were forced to. Also, it is for their own safety so they should not complain and on top of that it is not like they wanted to come to the United States in the first place, so they should be able to leave the country and go back home. Education is another important issue. Again, there should be no education for illegal immigrants because coming in to a country illegally means they do not have any rights for anything. In one website we found out that the amount of money the United States would use is about 29 to 35 billion dollars per year (Wagner,); which is a great loss to the United States, therefore they should not give any education to illegal immigrants. For legal immigrants however, we found out that the country makes the immigrant kids learn English. However, we think that before these immigrants can come in, the interviewers should check whether the immigrants can speak English or not, because we think that language is one of the reasons for ‘discrimination’. There are various categories of immigrants. Two major types are non-immigrants and long staying immigrants. More specifically, they are: spouse or minor child of a U.S. citizen, parent of a U.S. citizen, step-parent or child of a U.S. citizen, spouse of a deceased U.S. citizen (immediate relatives), unmarried son or daughter over the age of 21 of a U.S. citizen, spouse or unmarried son or daughter of a lawful permanent resident, married son or daughter of a U.S. citizen, brother or sister of a U.S. citizen (family-based immigration), priority workers, members of "the professions" – persons with exceptional ability in the sciences, arts and business, professionals, skilled and unskilled workers, special immigrants, investors, secondary school students, short-term scholars, trainees, teachers, professors and research scholars, specialists, international and government visitors, camp counselors, summer work/travel students, special education exchange visitors, college and university students, au pairs, foreign physicians, and illegal immigrants although it is not really included in the immigration since these people don’t migrate legally. For family-based immigration, this should not be qualified easily unless they have special circumstances or unless they can speak English because if all the families are related, the whole world can live in the United States, even though they not likely to happen. According to the U.S. embassy website, employ-based immigration is qualified under some qualities. However, we think that these ‘workers’ should reveal every piece of information about themselves so that they cannot do any harm to the United States or to themselves. We also think that the U.S. should limit the number of immigrants who are seeking for jobs because according to the Center for Immigration Studies, it says, “Between March of 2000 and 2004, the number of unemployed adult natives increased by 2.3 million, while the number of employed adult immigrants increased by 2.3 million (Camarota, 2004).” We think that the United States should give more chances to the U.S. citizens not immigrants. Plus, the U.S. should lower the amount of the unskilled workers who cannot speak English. As for students and au pairs, they need to be able to speak English and they should be able to afford their lifestyle and education, so that they can stay in the United States. For instance, there should be a minimum amount of money that students should have to study in the United States or work as an au pair. If all the immigrants in these various categories do not follow the rules, United States should send them back to their countries and banish them forever since these people did not follow the rules of the U.S. Plus, the United States will have to keep track of these people; similar to what Denmark is doing these days. Immigration Policy (Liberal)
Though American Immigration policy is much more open to the immigrants than any other country, still it is not enough to preserve immigrants’ right. Furthermore, it does not really pick out and raise the talents among the immigrants because in some parts, it still treats immigrants’ status mainly. So our group would like to refine the present immigration policy and create a better one for the future of America.
Border Control –How to keep the safety of illegal immigrants?
According to the report from the United States Immigration Support, the main purpose of the U.S. border control is to prevent and detect the entry of illegal immigrants. So today, several thousands of border patrols keep an eye on the borders of America, and the secret drug trade. But not like the main purpose of the border security, so many innocent people having an American Dream for their family are dying on the border by these patrols’ trigger. Though our group does not mean that the border control should be opened for all the illegal immigrants, we should keep the illegal immigrants safe - because we have no right to take their lives away. Therefore, our group’s added policy about the border control policy is putting water tanks on the major way that illegal immigrants choose to go across the border. Which means, in a hidden desert area or a woodland, these water tanks will be put and keep these illegal immigrants alive. Moreover, in these areas having water tanks, more patrols would keep an eye on it, but these patrols cannot have weapons for killing, but for gaining control such as electronic shooter. Therefore, this new idea of water tank would prevent both the border and the illegal immigrants’ lives in a more humane way.
Present Policy – How to handle present illegal immigrants?
Though we can preserve the border of America more by the idea of water tank, above, still there are so many illegal immigrants who had entered America. So the question is how we can handle these illegal immigrants. Some people probably say we need to deport these illegal immigrants because they are usually assumed as criminals and terrorists. But now, it is the time to change the view and thought on these illegal immigrants. Usually, nine out of ten, most illegal immigrants choose to enter America because they really need an effective breadwinner in their family, or have a dream they cannot achieve in their country. Unfortunately, these American dreamers end up with sleeping around on the streets in America. So instead of leaving these American dreamers on the streets and pollute the look of America, how about using them as a huge workforce of America?
To use these illegal immigrants, we first need to provide visa for them because if they do not have any visa, they keep being treated like an undocumented worker and can get fired so easily. Therefore, we should first protect these illegal immigrants’ status by providing them a visa.
So our group will make a center called “Immigration Amnesty” that provides visas for illegal immigrants, but before they actually get their visa, they need to be honest about whether they have tried to fake the American government and have any criminal record because these are the reasons that actually make them get rejected from the American embassy. So this center will judge their past mistakes and faults again and as well as their qualification for the legalization. (Mostly this center would forgive them because these illegal immigrants actually give themselves up to the American government honestly, but there would be an exception if their criminal record is too serious.) However, if these illegal immigrants pass the interview with the Immigration Amnesty, they will get a visa called, Z-visa. It is four years visa actually made in 2007 to legalize these illegal workers and to raise the workforce of America, especially on domestic help.
Future Immigration Policy -How would you deal with these illegal immigrants again after their four years of Z-visa gets expired?
Usually the goal of these illegal immigrants in America is getting the citizenship, but since they do not really fit in the qualification of Naturalization, they cannot be naturalized easily. Here is the present qualification of Naturalization:
1) They need to show or prove that they have not faked the American government with the false information about them. If they have, they cannot have the chance of the citizenship permanently. 2) They should be older than eighteen years old when they apply for the citizenship. (Or if they are minor, they should apply with naturalized or American citizen parents) 3) They need to be able to prove at least five years of residency of them in America. 4) At least three months of filed information about them should be reported by INS. 5) They should not have any criminal record. 6) They need to speak English fluently.
On the other hand, if they try to be naturalized through this center, Immigration Amnesty, the chances increases little bit because they are Z-visa holders which mean information about them is totally under the control of INS. In addition, their past deception or criminal records that are forgiven, by this center, will not bother them when they apply for the citizenship. So their chance of getting citizenship would increase a lot more if they go through all the process within the help and the judgment of Immigration Amnesty.
-What if these Z-visa holders’ application get rejected?
Though these Z-visa holders can increase the chance of getting citizenship with the help of Immigration Amnesty, it does not mean they can all have the qualification for the citizenship. So if these Z-visa holders’ application of citizenship gets rejected, then they have another chance to continue their lives in America; Z-visa permanent. If they cannot be qualified for the citizenship, then they can get this Z-visa permanent and stay in America legally forever. But since this visa’s duration is enduring, there are also some qualifications that are required.
1) They need to Speak English quiet well. 2) They need to be clear with criminal record. 3) Any other crimes or deceptions should not be figured out after they get Z-visa. (If there are more they have not told the Immigration Amnesty, then, they will even lose the chance of getting Z-permanent visa.) 4) They need to prove that they have gotten four-years of Z-visa.
- Do the immigrants not pay for the citizenship or Z-visa permanent?
(Illegal) When the application of either citizenship or Z-visa permanent is passed, they need to pay a thousand dollars, but they do not have to pay it at once. They can put quota on the price of citizenship or Z-visa, $1000, so they can pay the cost bit by bit. But until they pay full costs, they cannot get the citizenship or the Z-visa permanent. Therefore, until they pay full cost, they would stay in little extended Z-visa of four years.
(Legal) For the legal immigrant workers, if their application of citizenship passes, they need to pay $905. According to an article, currently there was a huge increase in the price of Green card
-How will the money for citizenship and Z-visas be used?
Since there are so many complains of using taxes from the citizens, this money will be used for the illegal and legal immigrants’ welfare and education support. Although, the amount of money they pay, for the price of citizenship, is not enough to disburse all the support for these immigrants, it can at least reduce the amount of tax that is used for these immigrants. Hence, as it reduces complains of citizens, it will reduce numbers of mistreating situation to the immigrants, especially illegal one. So it would keep their human right part more.
Future Need for workers – How to pick out more talents for the future?
According to a report from the Immigration Policy Center, currently, the number of global talents that America takes from the world is seriously decreased. If it keeps happening, there will not be as many bright workers as other countries. So to prevent this problem, our group came up with one policy that supports the smart children of the immigrants, especially illegal immigrants, and the students in American international school.
So first of all, for the children of illegal immigrants’ workers, though they can get the education up to high school in America, it is really hard for them to enter a university because of their status and their poor background. So what out group’s new policy would do for this situation is suggesting them a support of university fee, and if they take the support, they need to work for an American company after their college graduation. Further, though they are working in a company as the payback of the government support, because they are working officially, they will definitely get the H-1B visa automatically. So these children of illegal immigrants can be legalized.
-If their payback periods get over, will they turn into an illegal immigrant again?
After their working time finishes, they can choose whether they will be hired by the company with a specific work permit or not. So if they choose to keep working with the company, they can extend their H-1B visa. Moreover, they can have the proof for five years of residency for when they demand citizenship. Therefore, this idea of support of college fee would naturalize more of the talents.
-How can America have more international talents?
(Refer to the print material) More than any other country, America has so many international schools all over the world. So as the same idea of supporting the children of illegal immigrants, the American government will also suggest this university fee to the students in an American international school. If they accept the support, they also need to work in an American company as the payback of it. Besides, because not all students are Americans in the international schools, they would need to have H-1B visa for working in America. Therefore, it would increase the number of talents who have American visa and as well as the citizenship.
Human Right -How can we provide equal health care to the immigrants with a small amount of money?
According to a report of IPC, though immigrants also have health care support, comparing to the support that citizens get, it is very different because of the taxation. So to provide equal chance of healthcare, our group came with an idea of free vaccination and health care insurance for Z-visa holders.
First of all, the vaccination of common contagious diseases should also be provided for these illegal immigrants, because since they entered America, whoever and whatever their status, not only citizens, but they can also be the one who would spread the diseases. So to protect both citizens’ and immigrants’ health, they will also get the vaccination of common diseases.
In America, healthcare support is eligible for legal immigrants, but not for illegal immigrants. So if the illegal immigrants become Z-visa holder, then, they can have same health care support as other legal immigrants and citizens have. Therefore, to get the healthcare support, people would be more interested in Z-visa, and it would both decrease the number of illegal immigrants, and prevent illegal immigrants’ health. Furthermore, if the immigrants are healthy, the work force of America gets much stronger.
Conclusion:
According to the current announcement of the President Bush, he would protect and support the illegal immigrants’ American dream because these people are actually the real potential workforce of America. Therefore, to keep up America’s development and competition with other countries, accepting illegal immigrants is a very vital.
